It was defined by 3GPP for use by high-speed wireless networks, or 3G cell phones. 3GPP, or 3rd Generation Partnership Project, is a collaboration of the telecommunication associations European Telecommunications Standards Institute, Association of Radio Industries and Businesses/Telecommunication Technology Committee (Japan), China Communications Standards Associations, Alliance for Telecommunications Industry Solutions (North America), and Telecommunications Technology Association (South Korea). Its purpose is to make globally applicable third generation (3G) mobile phone system specifications within the ITU (International Telecommunication Union) scope.
